Richard M Odell

Richard Odell is the Chair of the Board of Directors of Community Action Organization. Richard joined the Board in May 2010. He has over 35 years healthcare experience ranging from an executive senior leader to a bedside practitioner.

Richard holds a B.S. in Management and Human Resources from California Polytechnic University, Pomona and an M.P.A. from California State University, Long Beach. Richard is a graduate of the 2007 Kaiser Permanente Advanced Leadership Program at the University of North Carolina, Chapel Hill.

Richard spent 9 years with Kaiser Permanente of the Northwest working in the Northwest Permanente Medical Group where he held a variety of executive leadership roles, most recently Chief of Staff and Special Projects for the President and Executive Medical Director.

Richard's first role in the Northwest was the Director, Business Development and Market Strategy in the KPNW Dental Care Program, which he held for two years. In this role, he was responsible for developing key strategic business and market initiatives, including developing an insurance infrastructure and bringing to market both a PPO and discount dental plan.

Prior to coming to Oregon, Richard worked for 14 years in the Southern California Permanente Medical Group where he collaborated with physician partners and Health Plan in building the Kaiser Permanente Southern California “evidence-based medicine” infrastructure. This role was responsible for overseeing the medical technology assessment, research program administration (including research science and clinical trials), and the Kaiser Permanente Southern California Institutional Review Board.

A respiratory care practitioner since 1978 and a clinical perfusionist since 1984, Richard has held a variety of hospital leadership roles in clinical practice/operations in Los Angeles, including more than 20 years as the State of California’s primary expert witness/consultant for respiratory care. His clinical leadership experience ranges from front-line supervision of respiratory therapists to the administrative director for a 52-bed tertiary neonatal intensive care unit in southern California. He has also written numerous articles and has been published in peer reviewed scientific papers related to the fields of respiratory care, neonatology, ECMO technology and medical technology assessment.
