Emergency Rent Assistance
As of January 2026, Emergency Rent Assistance is available to Washington County residents who meet ALL of the following criteria:
Have received a non-payment of rent notice from their landlord
Household has not received emergency rent assistance in the past twelve months
Household is below the 50% Area Median Income
Please download and fill out all pertinent documents for each household you refer for rent assistance. Each document must be completely filled out. Once the referral packet is complete, please email it to our Emergency Rent Team at (rentpartners@caowash.org). Our team will correspond with you regarding any questions or missing documents.

Household Rent Assessment 12/30/2025
Please fill this document out completely with information for everyone residing in the household.

Additional Household Member 12/30/2025
If the applicant household has more than six members please add the additional member(s) on this form and attach it to the e-mail.
A copy of identification for all adults (18 and older) in the household
This document explains what we will need you to collect to verify the household's income eligibility. (See below for examples)
Income Self-Certification Form 12/30/2025
This form is used when some or all documents supporting household income are not readily available. All efforts to obtain the client's signature should be made, if the client's signature is not available please make a note on the reason why. (ex. The client does not have access to a computer or smartphone)
Notice for NonPayment of Rent
A copy of the non-payment notice from the landlord showing the past due rent amount, date, client name, and address.

Client signatures
All client signatures can be obtained verbally. Please write "Verbal Consent Given By: 'name of client'" on the signature line
Follow Up Email-Letter for client: Use this template after the participant has fully completed their application and it is ready to be submitted to our team.

Our Utility Assistance program helps households stay connected to essential services, including electricity, natural gas, bulk fuel, water, garbage, and high-speed internet.

Please download the application below and complete all required documents for each household you are referring for utility assistance. All documents must be fully completed before submission.

Eligibility Requirements
To qualify, households must:
Meet current income guidelines.
Provide a valid ID, proof of income, and a copy of utility bills.
Applicants can still apply without a Social Security number, but it may affect the amount of assistance they may qualify for.
