Emergency Rent Assistance

As of January 2026, Emergency Rent Assistance is available to Washington County residents who meet ALL of the following criteria:

  1. Have received a non-payment of rent notice from their landlord

  2. Household has not received emergency rent assistance in the past twelve months 

  3. Household is below the 50% Area Median Income

Please download and fill out all pertinent documents for each household you refer for rent assistance. Each document must be completely filled out. Once the referral packet is complete, please email it to our Emergency Rent Team at (rentpartners@caowash.org). Our team will correspond with you regarding any questions or missing documents.

Utility Assistance

Our Utility Assistance program helps households stay connected to essential services, including electricity, natural gas, bulk fuel, water, garbage, and high-speed internet.

How to Apply with a Paper Application (Partners Only)

Please download the application below and complete all required documents for each household you are referring for utility assistance. All documents must be fully completed before submission.

Eligibility Requirements

To qualify, households must:

  • Meet current income guidelines.

  • Provide a valid ID, proof of income, and a copy of utility bills.

  • Applicants can still apply without a Social Security number, but it may affect the amount of assistance they may qualify for.
