Utility Assistance
Attention: The Utility Assistance Program is not accepting applications after 4:00 pm on September 8th, 2023 – October 1st, 2023. Energy Applications will resume at 8:00 am October 2, 2023. Thank you for your patience as we get everything ready to assist you better in the upcoming program year.
Some programs are still active including water assistance for Beaverton, Hillsboro, and Tualatin Valley Water District customers, as well as the garbage bill discount program for residents of unincorporated Washington County, and the HiLight Bridge Program for internet assistance (Hillsboro only). Do you need help paying your utility bills? Our Utility Assistance program offers financial assistance to low-income families in Washington County. If your household income is at or below 60% of Oregon's median income, you may qualify for help with electricity, natural gas, bulk fuel, water, or garbage.
A past-due notice or disconnect is not required to apply for assistance. Feel free to fill out an application before you receive a utility notice. All applications are completed on a first-come, first-serve basis.
If you are within 24 hours of disconnection please call 503-615-0771 and leave a voicemail.
Federal water funding has ended. New applications will not be considered for federal water assistance.

Garbage Discount Program
The Solid Waste & Recycling Reduced Rate Program is for qualified customers to pay a reduced service fee. Eligible customers live in Washington County and pay directly for garbage collection through a partnered company. Qualified customers will be enrolled in the program which will lower monthly expenses by 75% per month for 24 months. Click the button below to start your application today!
Starting June 1, 2023 through August 31, 2023, Community Action is offering portable air conditioning units for seniors 65 or older, anyone who is disabled and/or medically vulnerable to high heat. Families can apply as long as at least one person in the household qualifies. If you are eligible and interested in this program, click the button below to fill out the application.
