Our Utility Assistance program helps you stay connected to essential services like electricity, natural gas, bulk fuel, water, garbage, and high-speed internet.
If you’re looking to improve energy efficiency, explore our Energy Conservation program for free weatherization services. We can also help if your heating or cooling system isn’t working.
Note: Applications for our Utility Assistance program are temporarily paused. However, you can still apply for specific municipality assistance. See below for details.
Utility Assistance Details & Eligibility Requirements
If you live in Washington County and meet income guidelines, you may qualify for utility assistance.
You don’t need a past-due bill or disconnection notice to apply.
If your service may be disconnected within 24 hours or you need a paper application, call 503-615-0771 and leave a voicemail.

Meet the income guidelines.
Be able to provide your ID, proof of income, and a copy of your utility bills.
You can still apply without a Social Security number, but it may affect the amount of assistance you qualify for.

You can still apply for specific municipality assistance, including water, garbage services, and discounted internet services, via the individual applications below.
Support from Utility Providers
To qualify for these discounts, you’ll need to meet the income guidelines listed in each section or be enrolled in one of these qualifying assistance programs:
SNAP (Supplemental Nutrition Assistance Program)
TANF (Temporary Assistance for Needy Families)
LIHEAP (Low-Income Home Energy Assistance Program)
WIC (Women, Infants, and Children)
Free & Reduced Lunch Program
HUD Assistance (Housing and Urban Development)
Medicaid (OHP)
To apply for a specific program, use the application below. All programs share similar requirements. You’ll need to provide either proof of enrollment in a qualifying government program or a full month of income documentation from the prior month.

Tualatin Valley Water District (TVWD) offers a 20% discount on fixed and usage water charges for income-qualified customers. To be eligible, your household income needs to be at or below 60% of Oregon’s median income over the past 60 days, OR you need to be enrolled in a qualifying assistance program.
Available to customers who pay directly for water and are not in collections.
Discounts last 24 months and begin with the next full billing cycle.
This discount does not apply to fees, sewer, or surface water charges.
If you move within TVWD’s service area, you’ll need to reapply to continue receiving the discount.

The Customer Emergency Assistance Program provides up to $344 in emergency assistance once per year for income-qualified customers with a past-due water bill. If you still have a balance after receiving assistance, contact TVWD to set up a payment plan.

Water Assistance: If you’re a City of Hillsboro Water Department customer, you may qualify for financial assistance once every 12 months to help with your water bill. To be eligible, your household income needs to be at or below 60% of Oregon’s median income over the past 60 days, OR you need to be enrolled in a qualifying assistance program (see list below).
Affordable Internet with Bridge from HiLight: Qualifying households can access reliable gigabit internet for just $10 per month. This assistance is available to Hillsboro residents who meet income guidelines. To qualify, your household income needs to be at or below 185% of the Federal Poverty Level over the past 60 days, OR you need to be enrolled in a qualifying assistance program.

If you’re a City of Beaverton Utilities customer, you may qualify for financial assistance for your water bill up to three times per 12-month period. To be eligible, your household income needs to be at or below 60% of Oregon’s median income over the past 60 days, OR you need to be enrolled in a qualifying assistance program.

Qualifying Hillsboro, Beaverton, and unincorporated Washington County residents living in a single-family home, duplex, triplex, or quadplex may receive a 75% discount on monthly solid waste and recycling rates. The discount lasts for 24 months before you need to reapply. To qualify, your household income needs to be below 185% of the Federal Poverty Level, view income guidelines, over the past 60 days, OR you need to be enrolled in a qualifying assistance program.

If you’re a City of Tualatin Utilities customer, you may qualify for up to $300 in utility assistance per 12-month period. To qualify, you need to have an income at or below 60% of Oregon’s median income over the past 60 days, OR be currently enrolled in a qualifying assistance program.
