Tualatin Valley Water District - Customer Assistance Program
TVWD offers a bill discount program for income-qualified customers to receive a 20% discount on their fixed and usage charges only. Any fees, sewer and surface water charges do not qualify. Qualified customers are those who pay directly for water, are not paying a third party, and are not in collection services.
- The approval period is for 24 months.
- The discounted rate will be applied to the next full billing cycle following program approval.
- No credits are issued retroactively.
- Additional services and charges do not qualify for the reduced rate program.
- If you move after being qualified for this program and you are still in the TVWD area, you must re-apply for the discount.
Tualatin Valley Water District- Customer Emergency Assistance Program:
Income qualified customers who need help can receive emergency financial assistance help towards their past-due water bill. Qualified utility customers can receive up to $344 in emergency assistance once per 12-months.
Payment Plans- Customers who qualify for assistance and still have a balance on their account should contact TVWD and set up payment arrangements.
How to qualify?
- Customers who are at or below the 60% of the Oregon median income for the past 60 days.
- Or customers who participate in the Government Assistance programs SNAP, WIC, TANF, OHP, Free or reduced lunch program, Utility Assistance, Public Housing or Section 8.

To Apply for Assistance
You will need to provide either a document showing that you are currently enrolled in the Government program or proof of full prior months proof of income.
