Solid Waste & Recycling Reduced Rate Program
Income-qualified customers may be eligible for a reduced garbage & recycling collection rates if they meet the following conditions.
- Live in unincorporated area of Washington County, Oregon
- Reside in a single-family residence, a duplex, triplex, or a quadplex
- Directly pay for garbage & recycling collection service through one of the partnered garbage and recycling companies.
Qualified customers enrolled in a rate reduction program will receive a 75% reduction in their monthly collection rate, and the program approval period is for 24 months.
- The discounted rate will be applied to the next full billing cycle following program approval. Based on bi-monthly billing it may take up to 75 days before the discount is reflected on your bill
- Credits are not issued retroactively, and applicants are responsible for past due balances.
- Additional services and charges do not qualify for the reduced rate program.
- If the applicant moves or closes their account, a new application will be required if they remain in City of Hillsboro or unincorporated Washington County.
Rates are subject to adjustment, based on the jurisdiction in which you reside.

You can demonstrate income eligibility in two ways:
- Demonstrate current enrollment in one of the following programs by providing documentation of enrollment dated within 12 months of the date of this application.
- Supplemental Nutritional Assistance Program (SNAP)
- Temporary Assistance for Needy Families (TANF)
- Low-Income Home Energy Assistance Program (LIHEAP)
- Women Infants and Children (WIC)
- Free & Reduced Lunch
- Housing and Urban Development Assistance (HUD)
- Medicaid (OHP)
- Gross household income is at or below 185% Federal Poverty Level as described below and proved with documentation (paystubs, unemployment weekly claim sheet, Social Security benefit letter, etc.)
