City of Hillsboro's water discount program is for the City of Hillsboro customers who are income-qualified to receive emergency financial assistance towards utility billing on water. Qualified utility customers can receive assistance on their utility bills within a 12-month period.

Have not defaulted on a prior payment plan within the last 12 months.

Do not have a past-due account sent to debt collections.

Who Qualifies?

Hillsboro residents who need help paying a current or past-due bill are listed on the utility bill.

Available to residents of Hillsboro who are at or below the 60% Oregon Medium income for the past 60 days. 

Participants in the government assistance programs SNAP, WIC, TANF, OHP, free or reduced lunch program, Utility Assistance, Public Housing, or Section 8.
